O trabalho é um estudo de caso baseado na aná lise crítica do processo de comunicação utilizado pela Vigilância Sanitária de Vitória, ES no desenvolvimento de suas funções e no cumprimento de sua missão de prevenção, proteção e recuperação da saúde da população. Através da aplicação de questionários estruturados com perguntas abertas, semi-abertas e fechadas com funcionários do setor e com uma amostra extraída da lista de contribuintes que receberam o alvará sanitário em 2003 confeccionamos um diagnóstico dos problemas comunicacionais existentes e sugerimos mudanças possíveis. Optamos ter como referencial teórico além da teoria crítica, pesquisas realizadas pelo grupo de pensadores Comunicacionais Latino Americanos porque seus trabalhos se aproximam mais da realidade brasileira. Os resultados obtidos elucidam que a comunicação para a saúde ainda não recebe o reconhecimento necessário nas atividades diárias que visam a saúde coletiva, no caso de Vitória. Confirmamos com a pesquisa a hipótese de que as ações da Vigilância Sanitária não se concretizam sem comunicação eficiente e que muito pode ser feito para melhorar o serviço oferecido se os problemas comunicacionais forem sanados.
The work is a study of case based on the critical analysis of the process of communication used for the Sanitary Monitoring of Vitória, ES in the development of its functions and the fulfilment of its mission of prevention, protection and recovery of the health of the population. Through the application of questionnaires structuralized with opened questions, half-open and closed with employees of the sector and one it shows extracted of the list of contributors who had received the sanitary license in 2003 confection a diagnosis of the existing comunicacionais problems and we suggest changes possible. We opt to have as referencial theoretician beyond the critical theory, research carried through for the group of American Latin Comunicacionais thinkers because its works if approach more to the Brazilian reality. The gotten results elucidate that the communication for the health still does not receive the necessary recognition in the daily activities that aim at the collective health, in the case from Vitória. We confirm with the research the hypothesis of that the actions of the Sanitary Monitoring if do not materialize without efficient communication and that much can be made to improve the offered service if the comunicacionais problems will be cured. |
